What are the CLP regulations?

Mixtures such as e-liquids should comply with the Classification of Labelling and Packaging Regulation (CLP) EC 1272/2008, also known as the CLP regulations. The CLP regulation places an obligation on manufacturers to self-classify mixtures according to their formulation and communicate any hazards presented by the ingredients to consumers.

The regulation applies to both nicotine and nicotine-free e-liquids. Classification of a mixture according to the CLP typically involves three steps:

  1. Data collection
  2. Evaluation of the adequacy and reliability of the information
  3. Decision on classification (including calculations)

The warning, precautionary statements and pictograms that are to appear on the product labelling are derived from the results and conclusions of the process.

The CLP classification of the e-liquid is also a requirement of the notification.
